kernel CPU speed

hi list,
i just moved a system drive with RH8.0 from an older PIII 1.6 box to a
newer PIV 2.4 one...
after booting everything seems to be fine so far except this:
in the dmesg i see this:
Detected 1793.493 MHz processor.
and then a few lines blow:
CPU: Intel(R) Pentium(R) 4 CPU 2.40GHz stepping 07
does that mean that the build is not using the full capacity of the
processor? my guess is it doesn't....
does this "detection" of unreal speed of ~1.8 has to do with the kernel
configuration? do i have to reconfigure the kernel again?
