no answer form MRTG

1. After running /usr/local/mrtg-2/bin/mrtg /home/mrtg/cfg/mrtg.cfg
,there are
ERROR: Mrtg will most likely not work propperly when the environment
variable LANG is set to UTF-8. Please run mrtg in an environment
where this is not the case:
env LANG=C /usr/local/mrtg-2/bin/mrtg ...
What should i do?
2. After running cfgmaker --global "WorkDir: /home/httpd/mrtg"
--global "Options[_]: bits,growright" --Output /home/mrtg/cfg/mrtg.cfg
public@xxx.xxx.xxx.x
There 're error and when i would like to browse http://my local
ipaddress/home/httpd/mrtg/my local ipaddress.html, there're no answer
.....Why?
