localhost not respondig

    hi

    when i do telnet localhsot 25 to my mail server, it says connection refused.
    while doing netstat -nat | grep 25
    it shows only public_ip:25 and no localhost:25
    how to open port 25 for localhost?
    do i have to modify any file in /etc/mail/ ?

    my /etc/hosts file contains the line
    127.0.0.1 localhost.localdomain localhost
    and command ping localhost is also successful.
