Japanese login

One of the upgrades in the past month (XFree86?) broke the
ability to login to Red Hat 9 with "Japanese" as the selected
language. I have a fully update Red Hat 9 installation and when
my wife tries to login through gdm with "Japanese" as the
selected language, she gets the error "unknown language, ja_JP".
Does anybody have any idea what to do to fix this?
