    Yes, you pay an annual fee (or you can pay for a number of years, up
    front) to a registrar. Personally, I've been happy with godaddy.com.

    You can run your own DNS server, or you can get your ISP to host the DNS
    for you. Depends on how much control you want to have over the DNS
    configs.
