    Shouldn't any of the download mirrors have this?

    For example:

     ftp://ftp.rutgers.edu/pub/redhat/linux/updates/9/en/os

    And there's always:

     http://download.fedoralegacy.org/redhat/9/

    Which will continue to distribute new updates after RH9's EOL.
