configure kernel sysctl

Howdy:
Trying to configure the kernel parameter for
kernel.shmmax. I had edited the /etc/sysctl.conf
to set this, but when rebooted the server and
did 'more /proc/sys/kernel/shmmax', the values
was still zero.
Also, I tried to use '/sbin/sysctl -p /etc/sysctl.conf'
to set what was in the file, but I don't see a
difference.
I know I can 'cat xxxx >/proc/sys/kernel/shmmax',
but how can I make this permanent?
