Resize partition/filesystem

Hi there,
Is there any good utility for resizing the partiotion or filesystem. I
tried parted (parted /dev/hda resize 9 4658.585 4700) but all the time
it gives me following message:
No Implementation: This ext2 filesystem has a rather strange layout!
Parted can't resize this (yet).
The version of parted is GNU Parted 1.6.9.
I want to reduce the size of one partition (/tmp or /var) and increase
the size of toher partition (/usr). How can I do it ??
