Just FYI,
I fixed the issue by using FormMail from
http://nms-cgi.sourceforge.net/scripts.shtml.
Works like a charm.

I ran into a scenerio where I was trying to run virtual websites and
when I attempted to run CGI from within the users CGI-bin, I would get
these errors. However, the main site would work just fine (same script)
I never did solve the problem, I just went to using PHP instead. I
believe that this error has to do with running CGI scripts outside of
your docroot. Such as a users directory or something. Apache needs
Suexec compiled into it or somesuch to support this. So I don't know if
it was permissions, or what...I just didn't have the time to figure it
out....
Anyway, if you are using Matt's Formmail script, you should check out:
http://nms-cgi.sourceforge.net/scripts.shtml for their 'nms FormMail'
Their scripts are much more secure, and actually, they have an improved
FormMail script there called TFMail.
We use the nms FormMail right now, but I am looking to switch to the
TFMail when I get a chance.
