     try to edit /etc/sysconfig/vncserver.... then service vncserver start

    This is not a perfect answer by any stretch, but here goes....
    ( Please note I am using RH7.3) Its not the same as yours, but
    I thought it good to share anyway.....

    I notices the same, but when I go to the DIR where the
    executable is ( say /usr/sbin ) I run it from there ( ./vncserver )
    and it works. Maybe you can give it a try ??

    As for a explanation for this, I did not take the time to go
    into that...
