this. The installer does extra magic. Try installing from the CD/DVD
using an upgrade install.
If you have a requirement that over the net upgrades between
releases be supported, then look at one of the debian based distros.
They've supported that stuff for over a decade now.
[By supported I mean it is one of the officially sanctioned ways of
moving between releases]
