Can I disable those tow con jobs? What problem or disavvantage will happen

sa1 is part of the system accounting; it logs what commands are being
run (and the results of this can be seen with the 'lastcomm' command).
If you disable it, you won't have that information, but it won't cause
any problems otherwise.

mrtg is a network traffic monitoring tool. The cron job is used to poll
various network devices for statistics; if no-one else set up the
application on that machine, then chances are the cron job is just there
by default, and you can remove it safely...
