but it is not clear to me WHERE the server is being started. I've looked at all the usual suspects: /etc/inittab, /etc/rc.sysinit, the files in /etc/rc.d, and I've looked in /etc/X11 and its subdirectories.
I'm running GNOME.
Any ideas where I can add server options?

Never mind. I figured out it was being started by gdm, and it's configuration file was in /etc/X11/gdm/gdm.conf
