IA-32 EL for RHEL AS4.

Hi,
We have RHEL AS4 installed on IA64 server.
I came to know that we can run 32-bit applications on this server using
IA-32 EL (Emulation Layer).
Is IA-32 EL included in RHEL AS4. If so what do I do to turn it on?
[root@bangpcia4 ~]# more /etc/redhat-release
Red Hat Enterprise Linux ES release 4 (Nahant Update 3)
[root@bangpcia4 ~]# uname -m
ia64
