Should be located in /usr/bin
Indeed it should, and if not then try up2date system-config-date to install it.

I look Redhat 2007 day light savings time document and
it mention update tzdata package to at least
"tzdata-2005m-1.EL3.noarch.rpm" then run
"system-config-date" to update timezone in
/etc/localtime.
I can NOT found "system-config-date" in anywhere.
Does anyone know where it is?
