mysql.h cannot find

dear friends I am using fedora core 5 when I was installing vpopmail it gives error mysql.h connot find then Ä± wrote below command

locate mysql.h but it found notting I understand that thare is no libmysqlclient15-dev also I am using mysql 5.0 can any body help me
