Have you set the RC_LANG variable to en_US.<encoding>? To do this:

Run the YaST2 Control Centre -> System -> Editor for /etc/sysconfig Files.

Click the plus beside System, then the plus beside Environment, then the plus
    beside Language.

Click on RC_LANG. In the entry field "Setting of: RC_LANG" delete
whatever is there, and enter en_US.<encoding> (whatever your desired encoding
    is - UTF-8 or ISO-8859-1 etc).

    Click Finish.

This one setting in SUSE sets up all the other LANG and LC variables, so you
don't need to deal with these separately.

Let me know how you get on.
