dpi is a parameter of the X server, see "man Xserver". I don't know the
"recommended" way but you may try to change e.g. the Xservers file. There are
more instances so choose the right one:
/etc/opt/kde3/share/config/kdm/Xservers - I would start here
/etc/X11/xdm/Xservers
