[SLE] Quota overload

SuSE 8.2 ; quota-3.08-27 (with quota_v2 enabled at boot)
User hard limit = xxxMB on /home
At some point quotas must have been off as quite a few are over quota.
After removing stuff they bring use-age down to a lot less than hard limit.
Turn quota off, run quotacheck, turn back on, then do repquota.
Users's blocks used same as before.
And they can't save a darn thing!!
The only way is to increase the hard limit. At this rate they gonna squeeze me
off the road :(
(Users are on windoze, but that has no bearing, right?)
I've googled, browsed, manned, doc'd, reinstalled (just quota, of course).
Nothing.
I really would appreciate some assistance.
