[SLE] gcc problem - libtool: compile: unable to infer tagged configuration

I'm trying to use rpmbuild on lame.3.94b. If I run a manual make command. It
compiles without a problem. However, if I try using the spec file I get a
libtool error:
libtool: compile: unable to infer tagged configuration
The scrit contains the following line:
make CC="gcc3" CFLAGS="${CC_OPTS}" test
and if I understand correctly CC_OPTS is defined as:
%ifarch athlon
export CC_OPTS="-O3 -fomit-frame-pointer -fno-strength-reduce -mcpu=athlon
-march=athlon -malign-functions=4 -funroll-loops -fexpensive-optimizations
-fschedule-insns2 -Wall -mfancy-math-387 -pipe"
Does anyone understand the error and can point me in the right direction
towards fixing it? Thanks.
