I have a system which does this as well. A couple things you can try:
-press num lock a couple times. Does the light toggle? If not, your
keyboard interrupts are not getting processed. Two causes could be the
kernel is hung and not receiving ints or the HW keyboard controller is
failing.
-To see if it's HW, unplug and replug your KB. Then try the num lock
test again. If it works, try typing in a shell.
With my system, plug cycling fixes it for a while. I think the HW is
failing.
I also had another system which did this and I honestly don't know why.
The mouse still worked indicating that the ints were getting processed
but the KB would not light the num lock key even after plug cycling.
