Hi Don,
I suspect you have SuSE 8.2 rather than 9.0.
because as Kenneth Schneider has repeatedly pointed out
that during install of cups for SuSE 9.0
(and on this list several times)
Russbucket needed to run:
lppasswd -a root
Supply a password and he will then be able to make changes. See:

He did that and it worked.
IIRC, your other comments are valid,
but without a cups password, you can't apply them in SuSE 9.0.

PS I am still running 8.2. However, i put copy
of Kenneth's info in folder so when I install 9.0
I will remember to create a CUPS password.
