I think this probably depends whether the page authors have included 'title'
or a similar element in their html, eg:
<a href="links.htm" title="Handy Links">Links</a>
The pop-up balloon will read 'Handy Links'.
I quite like it to be honest. With any luck Louis has solved your problem.
