    Unfortunately maximum configurability comes at a price. If I understand
    you correctly then the following should solve your main problem.

    Open a Konqueror window
    Go to the "Settings" menu
    select "Configure Konqueror"
    A window will open w/ the "Behavior" pane active.
    Uncheck the "Show file tips" checkbox and then press apply.

    That should do it.

    There are other settings available which let you fine tune your
    configuration (ie the web page /link previews you mentioned), The
    solution I described should get rid of all of the File Tip popups, to
    just get rid of some of them you might want to look at the "Previews &
    MetaData" section of the "Configure Konqueror" window as well
