there is a subdir 2.6.x/ under fglrx/build_mod/, and the scripts that were
launched after i installed the driver via rpm built a module for my 2.6
kernel. i also managed to build one by hand, and its extension is ".ko",
not ".o". i found threats in different online forums where people claim
they have the driver running under 2.6.

i think the documentation at ATI is simply outdated or shall suggest that
the driver is not supported under kernel 2.6, but i think it is possible
    to get it running.
