[SLE] Overlays on forms when printing

I have a need to print a standard form with text overlayed on it.
I can keep the form as a pcl or a pdf or a tif.
I can figure out out to make a matching pcl or pdf or tif from the text I want
to overlay.
What I can not seem to find is a tool to allow me to actually overlay the text
on the original form. I searched freshmeat, I tried to find something in
ghostscript, but apparently I search badly because I can not seem to find a
tool to do this and it seems it must exist.
Any suggestions?
