[SLE] 9.1 amavis-new/spamassassin broken?

Anyone know if something changed in the amavis-new/spamassasin setup that SuSE
installs?
I've noticed that sa's headers are not getting inserted into my mail like they
used to. Best I can pin down is that something altered the behavior late
July.
/etc/amavisd.conf
# default values, can be overridden by more specific lookups, e.g. SQL
$sa_tag_level_deflt = -20.0; # add spam info headers if at, or above that
level
$sa_tag2_level_deflt = 10.0;
$sa_kill_level_deflt = $sa_tag2_level_deflt; # triggers spam evasive actions
Yet when I run with debug on, it looks to me like sa is using an entirely
different setting, here's a typical message from sa
debug: is spam? score=-4.901 required=5 tests=BAYES_00
Note the 'required' is 5, where the heck is sa getting that from? It's
acting like it is completely ignoring the settings in amavisd.conf.
The piece of mail scored as shown in the debug line above did _not_
have a header inserted, yet it should have since it is scored
greater than the -20.0 tag level in amavisd.conf
