You're right, it's in there ... somewhere ...
From the KDE menu choose "Control Center". Find and expand the "Regional
and Accessibility" category on the left and select "Keyboard
Shortcuts".
From there you can assign the myriad actions to the keyboard sequences
of your choice. The first section is "Navigation", wherein you'll find
"Walk Through Windows" and "Walk Through Windows (Reverse)", which are
the particular actions you want to remap.
