[SLE] file permission oddity

In /var/run/sysconfig there appears to be a file called if-eth1 with
permissions such that root cannot list it, remove, or do anything else
with it. Any attempt gives a "Permission denied" message. Any
suggestions on how to move it out of the twilight zone?
