What SuSE version. Looks like 8.1 through 9.1 can be found starting at:
ftp.suse.com/pub/suse/ and drilling down through your arch and version.
9.2 should be out next month from what I have read.
I went ahead and put the 9.2 versions of mysql-devel-4.0.21-4 at
ftp.hatterhill.com/suse/92/
I put both the 32bit and 64bit version (since you didn't say) out there.
Sometimes a little more info would help those who want to help you.
