This question cannot possibly be answered with the information given.
Has your friend analyzed the performance discrepancy and identified its
origin? Why did he assume the SCSI adaptor was at fault? Having
"chucked" it, what did he use in its place? A different SCSI adaptor?
IDE drives? What speed characteristics did the various drives have?

It seems unlikely that packages missing from the CD set could have
boosted performance had they been installed.
