Ignore it.
It doesn't cause any problem.
Look at line 811 in /etc/cups/cupsd.conf and you will find
something like

#
------------------------------------------------------------------
i.e. a wrong formatted comment line because the CUPS manual
states that comment lines must begin with #.
Therefore cupsd tries to parse this line which causes the message.
