Sure you can, keep complaining and threaten to go else where if they
don't provide the service they promised. I'm sure they promised
something better then 70% uptime.

Perhaps this can be done through the use of a proxy server for outgoing
but not for incoming unless you have a fixed IP on the DSL line.
