Yes, you've got it. As part of its ongoing campaign to get rid of all users,
Novell recently ordered all services mirroring the suse packages to cut
bandwidth to nearly nothing.
Or not
10.0 release candidate is up and is being downloaded extremely heavily, I
usually get 300-400K/s from gwdg.de, lately it's been down to bytes per
second.
Find a better mirror.
