I can only see two options for you. Either create a custom background that
contains the warning text, and use it as background for kdm. You can then
position the login window so it looks good relative to the text.
The other option is if you really want a click-through "license" agreement. In
this case, you will have to get a developer to change kdm, because there is
no support for that now. It wouldn't be difficult, I would expect a decent
developer would be able to put up such a window in an hour or two (An
experienced KDE developer would probably only need 10 minutes.) But right
now, that kind of click-through screen doesn't exist in kdm or any of the
other login managers that I know of for Linux
