[SLE] Apache2 + bandwidth management

Hi all,
I setup a web server for hosting with SLES9 and Apache2. All works
well, and we have a couple of sites on it already, but as the number of
sites increase, so does the need to be able to throttle or cut off
certain sites.
I need to do the following:
1. Assign a quota to a site, say 300mb per month or something like that
2. When a site reaches thte quota, disable the site, maybe redirect to
a page stating the site is over quota or something like that.
3. Be able to offer different amounts of bandwidth to a site, say
64kbits/s to one site and say 1mbit to another.
It seems the essential module, mod_throttle, has not been ported to
Apache2 yet. Can anyone point me to the appropriate documentation to
achieve this?
