[SLE] Query on where to report bug - please advise

    I think it's a bash bug. Please see:

    The Devanagari Sign Virama U+094D (see
    http://www.unicode.org/charts/PDF/U0900.pdf) does not get rendered properly
    in bash ls-tings.

    The picture shows the proper rendering on top as done by Konqueror. The bad
    rendering at bottom is done by Konsole.

    Basically, with the sequence "mbh" in the middle (U+092E U+094D U+092D) and
    the vowel-less consonant "m" at the end (U+092E U+094D)

    I wonder if this is a bash bug or a Konsole bug. Where should I report it?

    SUSE Linux - 10.0 GM
    KDE - 3.43
    BASH - 3.0
    Konsole - 1.52
