[SLE] Codepage problem

Hi all, I have a query about codepages. I recently upgraded my SuSE 9.3
box to openSUSE 10.0 and a few things went awry in the process, the most
annoying of which is the fact that I can't see accents in the console.
Everything looks fine in KDE but in a console, including an xterm,
accents are replaced by question marks. I have tried changing the
RC_LANG environment variable to no avail. Is it necessary to restart
the machine for RC_LANG changes to take effect or is a logout/login
sufficient? The font is capable of displaying the characters in
question because if I hold down the alt key and type 246 on the keypad I
get an umlauted o. Thanks in advance for any help.
