Right-click on desktop - Configure Desktop - Display - Screen size.

I changed screen size from 1280x1024 to 1024x768 I noticed that a
desktop icon (measured from top of icon to bottom of text) changed
from 2cm to 2.65 cm. This seems like a rather large change. I'd
kind of like something in between. Is there another setting that
affects the size of desktop icons?

Frank, try this.

In SuSE 9.3

KDE Control Center > appearance and themes > icons. Then click the
advanced tab.

Here you can change the size of your desktop icons.

In 10.0 I think it's the same (or very similar).
