Is there a utility to export a Kmail folder
and subfolders to a format that can be imported to Outlook?
I don't know about directly, but it's a simple matter to
set up an imap server on a Linux box
and connect both mail clients to it.
Then it's simply a matter of copying the mail over.
Of course why the <blank> anyone would downgrade
from KMail to Outlook is beyond me.
That's the best thing about this solution, it's bi-directional.

No matter how much you pay for software,
you always get less than you hoped.
Unless you pay nothing, then you get more.
