Historic reasons probably. VT10 has always been the console to use
as reader for kernel messages, see your /etc/syslog{-ng}.conf
and /etc/inittab files if you wish to change this.

I've also noticed that you can have more desktops than available
function keys. However, you have to use the switch user menu, to do that.
