VirtualTerminals (VT's) and desktops are not one and the same. They have

Well, they're both on the switch user menu on my copy of SUSE 10 & KDE.
Try starting up a few desktops and text consoles. Then click on Switch
User to see all the listed sessions and tell me what you see. Also, a
new desktop will not start on vt10. The next new desktop after vt9 will
be on vt11.
