Some or many of the European keyboads have that key, Kobus, but for the
rest of us, I/we use the right shift, right Windows key to accomplish
the same thing. There is a database of all the key combinations to get
your special character too. Don't remember where just now.

Just press, right shift then right Win, then release both. You can now
press your other keys to get the special character. ë ö ó ° ê
