Doesn't it work for you that "A4" is saved in ~/.mozilla/.../user_pref
after you changed it once from "Letter" to "A4" and then finish
the browser?
It works for me using Suse Linux 10.0 with Mozilla and Suse Linux 10.1
with Firefox.
