True. Supposedly you can have the manufacturer reset it, though.

Still, I heard there are region bit "resetter" programs for windows. I
can't say if it is true, I don't use windows much.

So, still hoping someone can tell me what I didn't do, or what version
of libdvdcss I need perhaps...

It should have worked. But I can't try, all my dvds are of the same
region:
