configuration with randomly changing IP addresses
A dhcp server is just a convenient way of storing host configuration in a
central place and retrieving it on boot. You can set anything up through it,
including a static IP address

address does not require a dhcp server. This is different from when the
dhcp server is configured to reserve a specific IP for a given MAC
address. In this situation, a computer will always have the same IP,
even though dhcp is used.
