Ken, did you turn it off in Plugins - Automatic Contacts or elsewhere?
The only place I see the option is:
Edit-->Preferences-->Mail Preferences, Automatic Contacts
And the selection is un-checked.
Try Edit --> Plugins --> Then Uncheck the "Automatic Plugins" option.
