[opensuse] Enabling DPMS in 10.3 when not logged in

I've set up a group of computers with OpenSUSE 10.3 and Gnome and someone has
just pointed out to me that if the compter is on but no-one is logged on (ie
it's sitting at the GDM screen), the display never turns off. The default
gnome settings when a user is logged in switch the display off (or into some
powersaving mode anyway), but once you log out, it seems the display is set
to never switch to power saving modes. The computer never hibernates either.
I'm quite certain that my 10.3 machine at home turns off the display at the
login screen, though I use KDE & KDM at home and have used kpowersave to set
my power saving settings.
I've had a poke around on the net for info about this, but can only find info
about kpowersave (which I installed on one of the gnome machines but it won't
run) or the /etc/sysconfig module in YAST which has no settings for the
display other than adjusting brightness (if your display supports it) - ie no
DPMS settings. The files in /etc/powersave don't either.
I also tried adding DPMS time parameters to xorg.conf, but they didn't seem to
take effect either.
Any idea how I can configure DPMS to work when no-one is logged in?
