[opensuse] What has happened to this bug regarding OpenSuse KDE help files and Gnucash?

Last year we became aware that there was a bug in the way that OpenSuse's help
file operated.

Bugs were reported, for 10.2 and 10.3, that describes how OpenSuse's help file
does not call the documentation for Gnucash, even when the help files are
installed. This only happens, apparently on OpenSuse with KDE desktops. It
does not occur, as far as I am able to determine, on any other distros,
including other rpm based distros.

The person who builds gnucash rpms (Chris Rauch) reported this last year and
here are the two bug reports concerning this issue:

See https://bugzilla.novell.com/show_bug.cgi?id=331696 and
https://bugzilla.novell.com/show_bug.cgi?id=232640 for more information.

In spite of the fact that the status of bug 232640 says it is resolved, it
clearly IS NOT RESOLVED because Gnucash users still don't have access to
their documentation.

I like OpenSuse a lot. I use it at work and on four computers at home but this
is a very annoying problem for me since I use Gnucash every day both at work
and at home.

Can someone explain what is actually going on here?

Is it that :

1. There is a fix that no one has actually implemented?
2. No one has a fix?
3. No one cares to fix it?
4. There is some other explanation?
