How about telling us which webcam it is and which driver is used for it.
For my (cheap) QuickCam Express supported from the spca driver I had to use a newer version since the version shipped within the 10.3 kernel is buggy. Probably it's something similar for you?
The package says it is a Manaccom. It is an Omnivision Technologies, Inc webcam 05a9:4519 according to lsusb. Searching told me the module for it is ov51x-jpeg, which I was able to find in the Build Service in home/schmolle1980 for the latest 10.3 kernel. As I said, it works with xawtv and Kopete, but Skype (which BTW is no longer beta, 2.0.0.63 is out, just checked and upgraded as well), Options, Video Devices finds it but test produces nothing but a black screen (and high CPU usage). Module version is 1.5.6. I would guess it is a skype problem since the webcam works with xawtv and kopete. Related modules loaded are:
